Carnaval Del Barrio has been Spanish Harlem’s block-party institution for 36 years, and it returns to East 116th Street on Saturday for an afternoon of free salsa, live music, and community. It’s the kind of neighborhood festival that feels like a family reunion — dancers, solo artists, food vendors cooking ethnic cuisine, and arts and crafts up and down the block.
